Dr. Phibbs is a Senior Health Economist at the Health Economics Resource Center and health economist at the Center for Innovation to Implementation at the VA Palo Alto Health Care System. He is the Associate Director of the Women's Health Evaluation Initiative and of the Geriatrics and Extended Care Data and Analysis Center. He is Professor in the Department of Pediatrics (Neonatology) and health Policy (by courtesy), Stanford University School of Medicine, where he is also and a Research Associate, Center for Health Policy and Center for Primary Care and Outcomes Research and a member of the Maternal & child Health Research Institute (MCHRI). His own VA research projects have focused on the demand for VA healthcare and how travel distance and the availability of non-VA alternatives influence veterans use of VA care, on how nurse staffing affects patient outcomes, and reproductive care for veterans. He also has active projects evaluating geriatric care with the Office of Geriatrics and Extended Care and care to women veterans, especially reproductive care, with the Office of Women’s Health. Dr. Phibbs’ Stanford research focuses on perinatal care, especially how the organization of care affects patient outcomes. This work is currently focusing on how the competition-driven expansion of neonatal intensive care units has affected neonatal mortality.
